Company Description Mission is located on the unceded, ancestral, and shared territory of the Stó:lō Peoples, specifically on Leq’á:mel, Semá:th, Máthexwi, Kwantlen, Sq’éwlets, and Katzie traditional territories in the lower mainland of BC. Nestled on the southern coastal mountain slopes overlooking the lush Fraser River Valley, Mission is a rapidly growing and dynamic community of approximately 41,500 residents, 20 kilometers north of the US border and 70 kilometers east of Vancouver. Although Mission is part of a broader metropolitan area, it still maintains its distinct and welcoming small-town flavor. Job Description The City of Mission is seeking an experienced, collaborative, and service-oriented professional to serve as Manager of Bylaws & Licensing on a temporary full-time basis for approximately one year. Reporting to the General Manager of Protective Services, this position manages the programs, staff, and operations of the City’s Bylaw Enforcement and Licensing functions. The Manager works closely with internal departments, external agencies, elected officials, legal counsel, businesses, and community members to support fair, effective, and responsive regulatory services. The successful candidate will lead and oversee bylaw enforcement and licensing programs, including work plans, budgets, activities, procedures, timelines, and resource allocation. This includes ensuring formal written complaints are appropriately recorded, prioritized, and addressed through to resolution, with a strong focus on end-to-end customer service. The Manager oversees the City’s business licensing function, ensuring businesses operating within the municipality are appropriately licensed and making recommendations regarding the business licensing program and fees. The role also coordinates and manages inspections of unsafe, untidy, dangerous, and health-hazard properties, and ensures Council-enacted bylaws requiring regulatory control are appropriately administered and enforced. This position provides leadership to Division staff and is responsible for recruitment, training, performance management, conflict resolution, discipline, and other human-resources functions in accordance with City policies and procedures. The Manager promotes high standards of quality, efficiency, customer service, occupational health and safety, and risk management. The role also researches and prepares reports, draft bylaws, and presentations; develops and reviews departmental policies and procedures; and contributes to strategic, operational, financial, and budget planning. Using statistical data, community trends, best practices, and industry standards, the Manager identifies priorities, evaluates programs, and leads process improvements to support the long-term effectiveness of the Division. The Manager of Bylaws & Licensing provides sound professional advice on complex regulatory, administrative, and operational matters. Responsibilities include responding to legal claims involving the City and liaising with legal counsel and external agencies on matters pertaining to the Division. The successful candidate will safeguard impartiality and fairness in decision-making by applying administrative law and the principles of natural justice, and will have knowledge of adjudication and court procedures. Qualifications The ideal candidate will hold a bachelor’s degree in Public Administration, Business Administration, or a related discipline, supplemented by courses in bylaw enforcement, such as Bylaw Compliance, Enforcement & Investigative Skills Levels 1 and 2 through the Justice Institute of BC. A minimum of five years of progressively responsible experience in a related municipal environment, including two years of supervisory experience, is required; an equivalent combination of education, training, and experience may be considered. Membership in a related professional association, such as the Licence Inspectors and Bylaw Officers Association of BC, and a valid BC Driver’s Licence are also required. The successful candidate will bring thorough knowledge of applicable legislation, regulations, bylaws, processes, and procedures, along with considerable knowledge of local-government budgeting, objectives, and issues. They will demonstrate strong analytical and problem-solving skills; conflict-resolution, de-escalation, and mediation skills; exceptional report-writing abilities; and excellent oral, written, and interpersonal communication skills. The ability to work effectively with the public, staff, elected officials, and other stakeholders; analyze complex management and administrative issues; make sound recommendations; and interpret and apply City policies and procedures is essential. Strong computer skills in Microsoft Office and applicable municipal software, as well as proven leadership abilities, are also required.
