Raise is currently hiring a Senior IMT Program Director on behalf of our client. They’re expanding their team to meet growing needs, making this a unique opportunity to work with an industry leader. Description Our client is embarking on a multi-year Regulatory Platform Modernization (RPM) program to transform its core technology landscape. We are seeking a high-caliber Senior IMT Program Director to provide dedicated leadership, strategic direction, and operational oversight for this critical initiative.

The initial mandate centers entirely on Phase 0, a high-stakes, 120-day planning effort running from July 1 to October 31, 2026. The primary objective of this phase is to produce a comprehensive, formal business case for Executive Leadership Team (ELT) and Board consideration. Following the anticipated approval of the business case, the Program Director will transition to lead future delivery and execution phases.

This role requires a sophisticated leader who excels at influencing without direct authority. You will lead a small, specialized planning team and orchestrate work across Information Management and Technology (IMT) and Regulatory Enhancement (RE). The successful candidate will navigate complex governance, manage critical interdependencies with in-flight projects, and maintain strict change discipline over legacy systems.

Responsibilities

  1. Business Case Development & Strategic Planning (40%) Phase 0 Leadership: Lead all RPM Phase 0 planning activities to produce a comprehensive, investment-grade business case for ELT and Board review by the end of October 2026. Scope & Alignment: Partner with the planning team and cross-functional stakeholders to define and validate program deliverables, cost estimates, resource requirements, and timelines. Provincial Alignment: Ensure the RPM roadmap aligns perfectly with broader organizational priorities and external Government of Alberta system transitions, specifically accounting for the EMS retirement in March 2027.
  2. Architecture, Operating Model & Vendor Strategy (30%) Framework Design: Collaborate with IMT and Regulatory Enhancement leads to establish core Phase 0 outputs, including the platform architecture framework and business information model. Commercial Strategy: Define the scope and objective evaluation criteria for upcoming competitive vendor processes, including the development of functional requirements for RFPs. Migration Sequencing: Design a comprehensive legacy platform migration and transition sequencing plan alongside a future-state IMT/RE operating model and governance structure. Dependency Management: Proactively identify and manage complex touchpoints between RPM and active, in-flight programs to safeguard delivery timelines and resource allocation.
  3. Program Governance & Legacy Change Control (20%) Performance Tracking: Monitor Phase 0 milestones, budget consumption, and schedule health against strict timelines. Guardrail Management: Maintain rigid change control and discipline over legacy systems—specifically OneStop 1.0, OneStop 2.0, and legacy .NET systems—during the 120-day planning window. Escalation Management: Coordinate, package, and escalate required system variances or change requests for formal ELT approval.
  4. Stakeholder Engagement & Capability Building (10%) Relationship Management: Facilitate seamless engagement and manage expectations with internal and external partners, including Regulatory Enhancement, Internal Audit Services, Government of Alberta representatives, and external vendors. Team Enablement: Provide functional oversight, mentorship, and coaching to project managers, project coordinators, and junior PM staff assigned to Phase 0. Execution Readiness: Smoothly transition the program from Phase 0 planning into full Phase 1 execution following Board approval, continuously maturing program governance practices.

Qualifications 10 years of progressive, senior program management experience delivering large-scale enterprise technology programs or leading high-level technology consulting engagements. At least 5 years of dedicated experience working with public sector clients, crown corporations, or heavily regulated industries. Proven track record leading complex technology platform migrations or legacy system retirements, with deep expertise in migration sequencing and operating model transitions. Direct experience scoping competitive vendor processes (RFPs) and integrating major Commercial Off-The-Shelf (COTS) platforms. Preferred Attributes & Assets Demonstrated mastery in influencing across matrixed, multi-branch, and multi-stakeholder corporate environments without formal line-management authority. Exceptional communication skills with a proven ability to distill complex technical frameworks into crisp, high-impact presentations for ELT and Board-level consumption. Practical experience managing large-scale IT modernization initiatives utilizing Managed Service Provider (MSP) delivery models. Prior experience navigating the Alberta Energy Regulator’s operational, technical, or regulatory landscape is considered a highly valuable asset. A proven ability to deliver highly structured, quality outputs under tight timelines within environments characterized by ambiguity, complexity, and competing organizational demands. Education and Certifications Bachelor's in Computer Science or Business Administration Valid Project Management Professional (PMP) designation is a strict requirement. Valid PROSCI Change Management certification is a strict requirement.
