About the role

The Opportunity:

The City of Red Deer is currently recruiting for a temporary Roads Labour Foreperson 1 - Compliance . This position is responsible for the inspection of road rights-of-way for violations of various Red Deer Bylaws in development areas and in preparation of Roads Section maintenance programs.

Top Key Responsibilities:

  • Receive job assignments and priorities directly from the Supervisor and coordinate activities within time schedules and required specifications and standards.
  • Performs thorough site inspections, including potentially unsafe sites, to assess situations, gather evidence and determine non-compliance with bylaws. Prepares detailed and precise notes and files.
  • Contacts and works with tenants and owners to gain voluntary compliance.
  • Arranges and coordinates the clean-up of sites, as required.
  • Liaises with Roads staff, other City Departments, Developers & Contractors, the public, for site inspections, and Red Deer Compliance Officers for enforcement of Bylaws when voluntary compliance is not met.
  • Initiates effective resolution of issues.
  • Builds good lines of communication to maintain strong working relationships with external customers.
  • Addresses complaints and public concerns in a professional manner.
  • Closely check that work meets required standards. Ensure that all safety policies and practices are followed and anticipate potential safety hazards.
  • Complete various records and daily progress reports on the computer for the Supervisor. Refer problems to the Supervisor.
  • Refer to and interpret construction plans, blueprints and specification and record drawings. Maintain knowledge of standard Roads' maintenance and repair guidelines and specifications.
  • Operate light equipment and perform labouring work.
  • As a Worker, participate in, support, and comply with the City ’ s Health and Safety program and initiatives (e.g., training, inspections, meetings, hazard assessments, incident reporting, emergency drills), policies and procedures (including any applicable and adopted industry best practices and the Occupational Health and Safety Act, Regulations and Code).

As our preferred candidate, you will have:

  • Two years ’ experience in related maintenance and construction activities of sidewalks, roads, and lanes.
  • Knowledge of various City of Red Deer Bylaws, including Land Use Bylaw, Traffic Bylaw and Community Standards Bylaw.
  • Knowledge of the Municipal Government Act.
  • Valid Alberta Class 3 Driver's License with a Q endorsement.
  • Ability to respond courteously to public complaints
  • Ability to professionally communicate and deal with members of the public that may be hostile, threatening, angry and volatile.
  • Must possess strong conflict resolution and problem-solving skills to handle stressful situations.
  • Ability to exert moderate physical effort
  • Ability to work outside continuously in all types of weather and in conditions which may be muddy, noisy and disagreeable.
  • Ability to exercise care when working near traffic, near power lines, and to use appropriate safety equipment.
  • Ability to operate a personal computer using Microsoft Excel, Word software and other various programs.

Remuneration:

$36.20 to $42.59 per hour

Hours of Work:

80 hours biweekly; Monday to Friday, some evening and weekend work may be required when needed.

Additional Information:

The term of this position is anticipated to be 4 months.
