Title DISID BI&I - 2x Business Analyst (Snr) - 250 Days Description A Note on Assignment Type:
This position is currently listed as "Onsite", working 7.25 hours per calendar day, sometime between 8:00 AM and 5:00 PM (excluding breaks) Monday to Friday inclusive, unless otherwise identified.
A Note on Clearances: OPP L4 clearance required before starting. Scope of Work The Senior Business Analyst will support the design and delivery of a police data warehouse, data standardization initiatives, and modernization of data acquisition and access for correctional services. Responsibilities include: Business & Data Requirements Lead requirements gathering across ministry and justice partners. Document and validate business, functional, non-functional, data, integration, and reporting requirements. Ensure alignment with governance objectives. Data Analysis, Modelling & Mapping Analyze current-state data, define target relational structures, develop source-to-target mappings, transformation logic, and ensure end-to-end traceability. Process, Data Flow & Integration Produce process maps, workflows, data flow diagrams, and integration requirements. Identify dependencies and support solution design. Data Standards, Governance & Quality Develop data definitions, business rules, and metadata standards. Align with ministry frameworks, support intake/validation processes, and maintain traceability. Mandatory Requirements Business Analysis Experience 8+ years as a Business Analyst on medium/large enterprise projects 5+ years leading end-to-end requirements across domains Experience with traceability, gap analysis, change impact assessment Agile tools: Azure DevOps, JIRA Data Management & Governance 5+ years applying data management frameworks Expertise in lifecycle, governance, metadata, and quality Experience supporting standardized practices across enterprise systems Data Analysis, Mapping & Integration 5+ years analyzing/documenting data structures, flows, lineage End-to-end mapping and validation rules Knowledge of enterprise architecture, pipelines, interoperability Desired Skills Strong ability to translate business needs into actionable requirements Experience producing BA artifacts (requirements, workflows, data models) Solid understanding of relational modeling, warehousing, ETL/ELT Familiarity with enterprise platforms (Azure, Databricks), databases (Oracle, Azure SQL) Knowledge of governance principles (quality, metadata, standards) Excellent communication and facilitation skills Evaluation Criteria Business Analyst Skills – 40 Points Technical & Data Skills – 40 Points Communication Skills – 15 Points Public Sector Experience – 5 Points Knowledge Transfer What: Documentation of all assigned work To Whom: Project Manager/Team Members When: Ongoing via meetings and SharePoint Professional Attributes Strong analytical/problem-solving skills Independent and collaborative work style High attention to detail and commitment to quality Sector knowledge in justice, policing, or corrections is an asset Supplier Comments VOR Master Service Agreement valid until April 5, 2027 (with survival clause until October 5, 2027) Extensions only allowed using unused days/funds Start date subject to clearances and contract signing ✅ Must-Have Summary: 8+ years senior-level BA experience 5+ years data management, integration, governance expertise Agile delivery tools (Azure DevOps, JIRA) OPS L4 clearance
