■ HR ADVISOR - DISABILITY, LEAVE, & EMPLOYEE EXPERIENCE (TERM - 14 MONTHS) Hybrid – Primary Remote, Ottawa, ON CONTRIBUTING TO THE CMPA The People & Culture group is responsible for developing and implementing the People Strategy, which sets the foundational building blocks for modernizing the employee experience, cultivating the CMPA’s organizational culture, and transforming our approach to talent management. The group has accountability for creating an employee experience in which the CMPA’s people are inspired, connected and empowered to bring the Association’s vision, mission and strategic plan to life in service of our members and the Canadian healthcare system. The People & Culture (P&C) group partners with the business to deliver plans, services and programs to attract, recruit, develop and retain an engaged workforce that is fully capable of responding to evolving organizational needs. The group’s core activities include people strategy and planning, organizational culture, equity, diversity and inclusion, talent management and acquisition, employee relations, disability and leave management, employee well-being, total rewards management, and HR data and analytics. The group also collaborates with other business areas on organizational change enablement and organizational learning programs and initiatives. POSITION OVERVIEW The HR Advisor is a key member of the People Services (PS) team, providing essential HR support to leaders and employees across the organization. The role manages employee leave administration, accommodations, return‑to‑work processes, and disability management, while also leading orientation and onboarding for new hires. The incumbent serves as the primary resource for policy and procedure inquiries and contributes to the development and maintenance of HR guidelines and legislative compliance across multiple jurisdictions. The position also oversees accessibility planning and related reporting, delivers HR compliance training, and provides backup support for Workday and the broader HR team. Through these responsibilities, the HR Advisor helps promote a supportive, inclusive, and well‑informed workplace culture. POSITION ACTIVITIES Manages employee leave administration, including disability management (short-term disability and long-term disability), parental, all job-protected leaves, and unpaid leaves of absence Provides guidance and support to both people leaders and employees throughout the full leave administration process, including effectively navigating complex and sensitive matters as they arise Prepares and submits disability leave applications to the insurance provider and collaborates with the disability case managers to ensure the effective administration of employee leaves Prepares both simple and complex accommodation and return to work plans in consultation with employees, people leaders and the disability provider, seeking guidance from the HR Business Partners and Manager, People Services, as required Manages the approvals and corresponding documentation for parental leaves, job-protected leaves, and unpaid leaves of absence Accountable for accurately and promptly processing all leave-related transactions within the Workday system Analyzes data to identify trends, risks, and areas for improvement in leaves management to support policy/program enhancements and risk mitigation plans Leads and oversees the comprehensive People Services orientation and onboarding program Ensures all new hires complete pre-hire onboarding tasks in Workday prior to their first day and follows up as required Meets with new hires within the first month to deliver HR/People Services onboarding program (at 1st and 3rd week intervals) Addresses new hire questions during the onboarding period Ensures new hires receive and complete the 3-month stay survey, and follows up accordingly Analyzes data from the stay surveys and HRBP check-in meetings to include in the annual report and to suggest enhancements to the program Monitors provincial and jurisdictional legislative updates and changes Proactively tracks legislative and jurisdictional changes related to employment laws, advising the Manager, People Services and broader People Services and P&C team as necessary Conducts thorough research and initiates the development and revisions to guidelines, policies and processes based on legislative changes and their impacts Consults with legal counsel to update policies and procedures Coordinates CMPA’s accessibility policy and multi-year accessibility plan and related government compliance reporting Collaborates with internal stakeholders and designated team members to revise policy and multi-year accessibility plan, and completes AODA compliance reporting every 3 years Consults with legal counsel on any required changes during policy and plan revision Responds to employee inquiries regarding the accessibility policy and plan Delivers and enhances ongoing HR compliance training Delivers the cyclical Workplace Violence and Harassment Prevention program training Ensures compliance with Occupational Health & Safety legislation within Ontario and Québec and other jurisdictions through ongoing training, analyzing risk assessments, reviewing complaints, and keeping apprised of legislative and jurisdictional changes Liaises with HR Coordinator to ensure that mandatory legislative training is completed through 3rd party vendor and follows up with employee and/or people leader for completion Develops, enhances, and delivers learning sessions on new and updated HR processes and policies Conducts comprehensive HR data analysis and interpretation Regularly monitors and analyzes trends in HR best practices and the legislative landscape to identify areas for improvement and provides recommendations for enhancing HR programs based on these insights. Reviews quarterly and annual People Services metrics to reveal insights and trends to include in annual reporting Compiles a comprehensive annual report that includes data from various sources such as 3-month stay surveys, 6-month HRBP check-ins and exit interviews. The report also features annual statistics and a detailed analysis of metrics gathered by People Services. Provides Workday administration backup support to the HRBPs and HR Coordinator as required to ensure smooth operations. EDUCATION AND EXPERIENCE Minimum 5 years of relevant, progressive work experience as an HR professional, specializing in leaves management and employee experience within a corporate environment Bachelor’s Degree in a related field of study (i.e., Human Resources Management, Business) Certified Human Resources Professional (CHRP) or Certified Human Resources Leader (CHRL) designation is preferred Demonstrated experience with leave administration (i.e., pregnancy/parental leave, family caregiver leave, etc.) Minimum 2 years of experience managing complex disability claims and accommodation files, requiring sound judgement and strong critical thinking skills Strong understanding of employment legislation in a multi-provincial and jurisdictional setting (i.e., Employment Standards Act, Human Rights Code, Health and Safety legislation) Previous experience managing disability claims in the insurance environment, considered a strong asset Proven experience in developing HR programs and employment policies/procedures, and facilitating their implementation and ongoing evaluation Strong client focus and interpersonal skills, with a demonstrated ability to develop and nurture positive working relationships Ability to work with others and provide good client services with empathy, tact, and diplomacy Excellent verbal and written communication skills, with experience delivering presentations Ability to work collaboratively with various internal stakeholders to drive HR initiatives Proficiency in HRIS systems, particularly Workday, is considered a strong asset SKILLS AND ABILITIES Strong verbal and written communication skills with the ability to engage effectively with employees at all levels within the Association Bilingual (English and French) is a strong asset Ability to maintain high productivity amidst competing priorities and tight timelines Ability to consider system and procedural impacts across multiple departments when working in Workday Demonstrates the ability to take initiative by proactively identifying opportunities and contributing solutions with minimal direction Capability to work independently and autonomously within a hybrid team environment Proven ability to build effective relationships with relevant internal stakeholders System-oriented with proficiency in using and navigating HRIS systems (preferably Workday) Knowledge of and experience in HR data analysis and environmental scanning Exceptional accuracy and attention to detail Strong analytical, problem-solving, and decision-making skills Discretion, confidentiality, and sound judgement Adaptable to changing environments and proactive in addressing challenges Excellent organizational skills with the ability to manage multiple tasks simultaneously POSTING DETAILS Job type: This is a Term Full-Time opportunity for approximately 14 months. Includes paid time off and health/dental benefits. This posting is for an existing vacancy. Salary range: $85,500 to $114,400 – this role is classified as a level 8. Location: Hybrid - Primary Remote. You can work from a home-based office the majority of the time within the provinces of Ontario and Québec, with regular on-site presence at the CMPA office (1-2 days per week).
