Designated Work Location: 457 Main Street Hybrid with designated work location

Position Type: Temporary, up to May 12, 2028, full-time

Hours of Work: 8:30 a.m. to 4:30 p.m., Monday to Friday

Salary: $3,158.33 - $3,763.49 bi-weekly, as per the Assessor Classification within the C.U.P.E. Collective Agreement.

Job Profile

Analyze property and market data, determine assessed values of all real and business properties in the city for taxation purposes, and analyze and modify business processes and computer software as required for the production of assessment and tax rolls, in accordance with current legislation.

As The Assessor Analyst You Will

Develop valuation models that estimate market values for all types of real property (residential and non-residential) to provide the basis for property and business taxes Analyze the effectiveness and efficiency of existing assessment business processes, define opportunities for improvements, assess organizational change capability and system impacts, make recommendations, and implement solutions in order to continually improve the accuracy of assessed values and the operating efficiency of ATD. Contribute to the development, modification, and testing of software applications to meet the department¿s business requirements. Train and mentor junior modeling staff members (Valuation Officers and/or Field Assistants) and design and conduct training sessions for other valuation staff members so that the accuracy of assessed values is maintained. Maintain the completeness and accuracy of property, sale, and income and expense data using a variety of verification procedures so that all assessed values are accurate. Your Education And Qualifications Include

A diploma in Urban Land Economics. Completion of BUSI 344¿Statistical and Computer Applications in Valuation and BUSI 444¿Advanced Computer Assisted Mass Appraisal from the University of British Columbia. The designation of Accredited Assessor, Manitoba (AAM) from the Association of Assessing Officers of Manitoba; Certified Assessment Evaluator (CAE) from the International Association of Assessing Officers; Accredited Appraiser Canadian Institute (AACI) from the Appraisal Institute of Canada. Accreditation from other assessment jurisdictions will be considered. Experience in the development of valuation models that estimate market values for all types of real property (residential and non-residential) using multiple regression analysis with SPSS software. Previous experience in a position that required a high level of Trouble shooting, problem solving, analytical thinking and decision making . Experience using Structured Query Language (SQL). Experience compiling and analyzing datasets. Experience analyzing the effectiveness and efficiency of business processes and recommending solutions. Experience implementing changes to business processes. Experience testing software applications. Experience applying an adaptive approach (such as the Agile method) to a project. Thorough knowledge of legislation in Manitoba related to real property and business assessment. Knowledge of the use of GIS software (such as GeoMedia) to enhance property and market data. Demonstrated advanced communication skills with the ability to clearly explain complex processes, software functions, and the results of analyses to diverse audiences, both orally and in writing. Advanced proficiency in the use of Microsoft Excel. Strong organizational skills with the ability to work on several projects concurrently and complete them on time. Ability to establish and maintain positive working relationships with employees at all levels of the organization. Ability to coordinate the activities of teams. Ability to design and conduct formal training sessions. Comprehensive understanding of property appraisal and the factors that influence market value and a thorough knowledge of mass appraisal IMPORTANT: Applicants who have been educated outside of Canada must have education which is comparable to the minimum qualification in Canada.
