Reporting to the Manager, Parks Capital Planning and Management, the Landscape Architect position is responsible for providing project management services for the planning, design and development of the Town of Oakville’s park, open space, and trail system. The position will serve the public interest through the provision of professional service to provide safe and functional recreation spaces and to create a logical balance between supplying effective infrastructure with the enhancement and protection of the environment.

Manage a variety of park and open space infrastructure renewal projects from initiation to completion, involving the planning, design and construction of various park facilities that meet the active and passive recreational needs of the community. Be responsible and accountable for managing budgets, capital expenditures and scheduling of parks and open space projects including consulting services and technical studies. Prepare Requests for Proposals in retaining consultant and professional services, including evaluating proposals, reviewing work plans and budgets, and recommending award of services. Plan, coordinate, and conduct public consultations including public meetings/open houses. Review detailed design and construction drawings and written specifications. Ensure parks and open space initiatives/projects comply with municipal design standards, guidelines, and municipal and provincial policies (e.g. Livable Oakville Plan, Development Charges Act, Planning Act, and AODA). Visit park and open space sites to conduct meetings, review active construction, or other fieldwork as required. Work with the Purchasing department in the issuance of RFP and tender documents including recommendations for award. Review and approve payments for consulting/professional services, contractors and developers. Work with the Manager and Director to determine timing/phasing of future parks and open space and to develop cost estimates for the capital budget and budget forecast. Work with and inform the Park Operations department on parks and open space planning and development projects. Prepare reports to be presented to Council and committees. Respond to public and Council inquiries regarding parks and open space matters. Perform other duties as assigned, related to parks and open space planning and development.

Qualifications

Graduate of a university program in Landscape Architecture, plus full membership (seal and certificate) in the Ontario Association of Landscape Architects (OALA), or equivalent combination of education and experience. Incumbent should have three (3) to five (5) years of related progressive experience in a municipal, parks-oriented work environment, or equivalent of professional experience. Excellent communication skills (written and oral) for making presentations to large groups, directing and guiding contractors, consultants, and staff. Proficient time management skills and flexibility in adjusting between a variety of duties. Ability to work with minimal supervision and as part of a team. Proficient computer skills with emphasis on applications such as Microsoft Office, AutoCAD, and Adobe Acrobat. Knowledge of relevant policies, standards and legislation that related to park planning and construction in general. Travel to a variety of sites is required. The successful candidate will be required to supply their own personal vehicle for performing job duties / corporate business. Must hold and provide a copy of a valid and unrestricted Ontario Driver's License Class G minimum with a driving record that demonstrates responsible and safe driving behaviour. Note: Applicants with 6 or more points are ineligible for consideration. The successful applicant, who is a new hire, will be required to provide the Corporation with a current drivers abstract (no older than 30 days) and pass a Town administered road test as a condition of employment.
